The European Council today announced that the Council has adopted a directive on the strengthening of certain aspects of the presumption of innocence and the right to be present at trial in criminal proceedings.

Apparently this directive only applies to criminal proceedings. That is strange in a time that administrative sanctions are of a growing importance.
