CERRE: Benchmarks for Evaluating Management of Risk of Terrorist Content Dissemination

The Centre on Regulation in Europe (CERRE) published a paper on combating terrorism marketing by Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs) under the Digital Services Act (DSA).

Reading this, I wonder if the business model of the VLOPs and VLOSEs are the cause for the marketing success of the terrorist groups. So how much sense do such measures make? Rather, shouldn’t the business model of the VLOPs and VLOSEs be shaken up?
