The Guardian published the article The US tried to stop cartel money-laundering. It devastated mom-and-pop businesses instead. It is a good illustration of how the anti-crime regulations drawn up by FinCEN do not affect the ‘big’ criminals but harm ordinary citizens.

The same applies to anti-money laundering (AML) and counter-terrorist financing (CFT) regulations if no consideration is given to their proportionality and necessity.
