The think tank of the European Parliament published a briefing (pdf) showing the domestic discriminatory practices in the EU-countries with Covid Certificates. According to the briefing member states are free to use the European Covid Certificates for other uses (that is different from the message originally sent).

It shows that discrimination has been normalized and that governments do not concern themselves with the Council of Europe’s resolution.
